Trump v. "senior official;" how the Times op-ed happened; "smacks of Nixon;" top reactions; CBS update; "Serial" is back; Netflix revives another show Posted: 05 Sep 2018 08:29 PM PDT Douglas Brinkley says Trump's behavior "smacks of Nixon." It's like the president is determined to prove them all right. All the people saying he's incompetent, dangerous, prone to volcanic outbursts. All the people saying he's unfit for office. Wednesday's shocking op-ed by a "senior official" said more of the same. And Trump's reaction -- which was televised and tweeted for the world to see -- backed up the allegations against him. First, Trump turned a photo op with sheriffs into a full-fledged live TV event, and he whipped out a piece of paper with stats about the successes of his admin. He raged about the leaker and attacked the NYT. "Can you believe it? Anonymous. Meaning gutless. A gutless editorial." Then, on Twitter, he asked if it amounted to "TREASON?" (No.) He kept going, expressing doubt about whether the senior official was real. (Yes.) Then he made the preposterous assertion that The Times "must" for "national security reasons" turn the person in. Obviously that's not going to happen...   More and more parallels to Nixon Douglas Brinkley said on "CNN Tonight" that Trump's behavior "smacks of Nixon." But he said it's unique: "There's nothing at all like this in American history."  --> David French tweeted: "I suspect part of the goal of the op-ed was to provoke a huge presidential reaction. He just might want America to see Trump (more) unleashed. He's playing with fire."  --> Consider: Of all the places this official could have gone... Of all the ways they could have blown the whistle... They did it through the newspaper Trump loves and hates the most...   He? Or she? "It's a game of whodunit here in the West Wing, no doubt about it," Jeff Zeleny said on CNN -- both to find the op-ed writer and the sources for Bob Woodward's book. Per the WSJ's Michael Bender, some W.H. aides called reporters "to ask who may be behind the op-ed -- whether it came from inside the White House or a cabinet-level agency." I sorta assume it's coming from the cabinet, due to this detail from the piece: There were "early whispers within the cabinet of invoking the 25th Amendment," but "no one wanted to precipitate a constitutional crisis..."   My interview with the NYT's op-ed editor Jim Dao called me... reluctantly, I think... to answer a few questions about the op-ed. Here's the rundown:  -- Did the Times approach the source? No, the source approached the Times. "The person contacted me through an intermediary," Dao said.  -- When did this happen? Dao said "several days ago" and declined to be more specific.  -- Did Dao speak directly to the source? He said yes.  -- How does the Times define "senior?" Dao would not say.  -- Was the release the op-ed timed to coincide with the Woodward book? Dao said that as far as he knows, it's a "coincidence."  -- Was there a special effort to disguise the person's writing style, for example by rewriting the piece in some fashion? Dao said no.  -- What kind of editing was done? Just the usual, making the person's views "clearer" and adhering to style standards.  -- Who knows the identity of the senior official? "A very small number of people within the Times."  -- What's been done to protect the source? Dao said "we have taken a number of special precautions" but understandably didn't list them off. More here...   Here's some historical context This is "unprecedented," insofar as a senior admin official writing a scathing unnamed op-ed about the boss has never happened before. But the NYT has published a few unnamed op-eds before. It's usually because the person fears for his or her safety.  Dao said he had published a couple other anonymous pieces during his tenure as op-ed editor, which began in early 2016. The most recent example was a piece in June by an unnamed asylum seeker from El Salvador...  --> Michael Barbaro will have more from Dao on The Daily podcast Thursday morning...  --> And I'll have more on CNN's "New Day" in the 7am hour...   Inside the NYT newsroom The NYT's DC bureau and NYC bureau scrambled just like everyone else when the op-ed hit around 3:40pm. "The news and opinion departments function independent of one another, and editorial page editor James Bennet confirmed to me that he did not inform executive editor Dean Baquet about the column in advance, in order to respect the firewall," VF's Joe Pompeo reports. There are some grumblings from the newsroom about Opinion's decision to do this. BuzzFeed's Steven Perlberg has details here...   On Page One of Thursday's paper... Peter Baker and Maggie Haberman share the byline on the story about the op-ed... The story notes that they don't know the identity of the official... and says "Trump erupted in anger after reading the Op-Ed." The headline: "Trump Seethes As a 'Resistance' Spills Into View."   View on the right: "This is a coup" This exchange on "AC360" summed up much of the day's debate: Gloria Borger: "The person who wrote this was trying to do a patriotic thing here," although the person shouldn't have stayed anonymous. Trump booster Michael Caputo: "This is a plot against the president... I believe this is about the midterms... about setting the president up for impeachment." Trump opponent Paul Begala: "What we really ought to be talking about" is fitness. "Is the president fit to lead the greatest country on God's green earth?" Begala said no. Caputo: "This is a coup."   "The sleeper cells have awoken" From Thursday's WaPo: "The stark and anonymous warning was a breathtaking event without precedent in modern presidential history." And it came just one day after Woodward's findings began to dribble out. "Taken together, they landed like a thunder clap," the Post says, "portraying Trump as a danger to the country that elected him and feeding the president's paranoia about whom around him he can trust."  --> Per the Post, "the phrase 'The sleeper cells have awoken' circulated on text messages among aides and outside allies..."  --> CNN's John Avlon calls all of this "Operation Contain the President..."   More reactions  -- Rachel Maddow: "This feels like the end of something, and I don't know what happens next..."  -- John Kerry on "AC360:" "This is a genuine constitutional crisis..."  -- Zeke Miller tweeted: "An amazing thing about this op-ed is not that someone wrote it, but how many people in the administration plausibly could have written it."  -- An outside adviser said this to VF's Gabriel Sherman about the Woodward excerpts: "Everybody on the inside knows it's true. It's just Fox News people who don't want to admit how crazy he is..." PLANNING AHEAD... Trump is holding a rally on Thursday He'll be speaking in Billings, Montana, on Thursday night around the time "Hannity" is on... Sometimes the most damning evidence comes from Trump's own words That's why I wanted to flag the upcoming rally. Here's another example: Trump's interview with The Daily Caller. The website helpfully released a complete transcript of Tuesday's interview, and it's a must-read if you want to understand Trump's mindset... (Twitter)  -- CBS News White House reporter Jacqueline Alemany is jumping to the Washington Post, where she'll write a "forthcoming early-morning newsletter" called "Power Up..." (WaPo)  -- And speaking of letters: Dave Weigel will write the Post's three-days-a-week campaign newsletter called "The Trailer..." (WaPo) -- Louise Story is joining the WSJ "next week in a new, senior role as Editor, Newsroom Strategy..." (WSJ) CNN SCOOP Another Fox Newser joining the State Dept? Fox News correspondent Lea Gabrielle is "a leading candidate to head the State Department agency tasked with combating propaganda and disinformation from foreign adversaries," CNN's Michelle Kosinski and Jennifer Hansler report. She isn't commenting and neither is Fox. But "a friend of Gabrielle's told CNN that she was indeed leaving Fox News and moving to Washington, DC..." Shari and CBS ready to settle? First came this Deadline story on Wednesday: "The bitter legal battle between CBS and National Amusements over corporate control and a possible merger with Viacom may be coming to an end." The site reported "settlement talks" and said "the recently started sit-down has not come to a conclusion over the fate of CBS CEO Les Moonves, who has been accused of sexual harassment and sexual assault."  Then came the WSJ, confirming settlement talks and adding more details. But I want to highlight this next story...   LAT: CBS board members are talking about a possible Moonves exit The LAT's Meg James has further reporting about Moonves -- she says the talks between Shari Redstone and CBS Corp. board members could "pave the way" for Moonves' exit.  Specifically: "Discussions have focused on the size of a severance package for Moonves — a payout could be in excess of $200 million — and whether he would segue into a producer role, two people familiar with the talks said..." For the record, part two  -- On Wednesday Brooke Baldwin launched a "second run of her digital series, 'American Woman,' devoted to stories of women who are breaking conventions. The newest iteration is called 'American Woman in Politics'" (Variety)  -- Sara Bernstein, a 19-year veteran of HBO who shepherded dozens of documentaries, "has been set as EVP at Imagine Documentaries, a new division of Imagine Entertainment..." (Deadline)  -- A man intentionally drove his truck into KDFW, the Fox station in Dallas, on Wednesday morning. According to police, it "does not appear the suspect was targeting the media." He was making rambling statements... (CNN) NFL season opener on Thursday... It's the Falcons versus the Eagles on NBC... Of note, Nike's two-minute ad featuring Colin Kaepernick will air during the game... And during the US Open, MLB games and college football this week. Jill Disis has the details here. قانون "فاتكا" يدخل حيز التنفيذ .. الأبناك المغربية تخضع لأمريكا Posted: 05 Sep 2018 11:14 AM PDT قانون "فاتكا" يدخل حيز التنفيذ .. الأبناك المغربية تخضع لأمريكا هسبريس – يوسف لخضر الأربعاء 05 شتنبر 2018 - 16:30 دخل القانون الأميركي "فاتكا" (FATCA) حيز التنفيذ بالمغرب، بعد صدور الظهير المنفذ له في الجريدة الرسمية، وصار لزاماً على المؤسسات البنكية المغربية تطبيق التبادل الآلي للمعلومات الخاصة بزبنائها من الأميركيين مع الولايات المتحدة الأميركية. وتضمنت الجريدة الرسمية عدد 6702 ظهيراً شريفاً بتنفيذ القانون رقم 27.18 القاضي بالمصادقة على المرسوم رقم 2.18.117 الصادر في 23 فبراير من العام الجاري، المتعلق بسن أحكام انتقالية في شأن التبادل الآلي للمعلومات لأغراض جبائية، بعدما صادق عليه البرلمان في الدورة السابقة. ويتعلق الأمر بقانون الامتثال الضريبي للحسابات الخارجية (Foreign Account Tax Compliance Act)، المعروف اختصاراً بقانون "FATCA"، ويلزم المؤسسات المالية عبر العالم بتقديم معلومات عن عملائها الأمريكيين إلى دائرة الإيرادات الداخلية الأميركية. وقد سنت واشنطن هذا القانون قبل سنوات لمحاربة التهرب الضريبي واسترداد العائدات الضريبية الفدرالية، ويخول "فاتكا" للسلطات الضريبية الأمريكية، المتمثلة في مصلحة الضرائب، حق ملاحقة الأمريكيين المكلفين بسداد الضرائب خارج حدود الدولة، باستخدام النظام المصرفي العالمي. وتشير تفاصيل القانون إلى أن المعلومات المطلوبة التي يجب على المؤسسات المالية من بنوك ومؤسسات قروض وشركات تأمين توفيرها، هي تلك المتعلقة بمداخيل الأشخاص الذاتيين والاعتباريين المتأتية من رؤوس الأموال المنقولة وأرصدة الحسابات المفتوحة لدى المؤسسات البنكية وقيمة إعادة شراء الأذون وعقود الرسملة والتوظيفات من الطبيعة نفسها، وأي مداخيل أخرى تتعلق بهم. ويُلزم القانون المؤسسات البنكية المغربية بأن تتخذ جميع التدابير اللازمة للتعرف على هوية الأشخاص المعنيين، وتقديم المعلومات المتعلقة بحساباتهم والتدفقات المالية الخاصة بهم. والأشخاص المعنيون بهذا القانون هم كل شخص ذاتي أو اعتباري خاضع للضريبة طبقاً للتشريع الجاري به العمل في أميركا. وفي حالة عدم تنفيذ البنوك العالمية، ومن بينها المغربية، لهذا القانون، أو عدم تعاونها مع السلطات الأمريكية، يسمح القانون لمصلحة الضرائب الأمريكية باقتطاع نسبة مهمة من التحويلات المالية من مصارفها نحو المصارف الأخرى. وقد شرعت البنوك المغربية في تحسيس زبنائها بخصوص دخول هذا القانون حيز التنفيذ، وعملت على تقديم معطيات حوله عبر مواقعها الرسمية وحول كيفية تطبيقها لمبدأ التبادل الآلي للمعلومات مع أميركيا سنوياً. وستشرع البنوك المغربية في تحديد زبنائها المعنيين بهذا القانون طبقاً لرقم التحديد الضريبي الأميركي، وستعمل على الحصول على موافقتهم بخصوص مشاركتها لمعلوماتهم مع إدارة الضرائب الأميركية. أما بخصوص الزبناء المعنيين بالقانون غير الراغبين في مشاركة معلوماتهم مع أميركا، سيعتبرون "زبناء رافضين" لقانون "فاتكا" وسيخضعون لتدابير قد تصل إلى تعليق الخدمات المتعلقة بحساباتهم البنكية. وستدخل المؤسسات المالية المغربية معلومات جديدة في مسطرة فتح الحسابات البنكية الجديدة بإضافة استمارة لإثبات وضعية الزبون الأميركي إزاء سلطات الضرائب الأميركية، طبقاً لما ينص عليه هذا القانون وتماشياً مع التشريع المغربي الخاص به.

"سنطرال" تخفض سعر الحليب بين 60 سنتيما ودرهمين للتر الواحد Posted: 05 Sep 2018 11:11 AM PDT "سنطرال" تخفض سعر الحليب بين 60 سنتيما ودرهمين للتر الواحد هسبريس – محمد لديب الأربعاء 05 شتنبر 2018 - 18:10 أعلنت شركة سنطرال شروعها في تسويق الحليب المبستر في المغرب بسعر 2.5 دراهم لنصف لتر، ابتداء من بداية شهر أكتوبر المقبل. وقال إيمانويل فابر، الرئيس التنفيذي لمجموعة "دانون" الفرنسية، في مؤتمر صحافي عقده اليوم الأربعاء بمدينة الدار البيضاء، إن الشركة قررت تسويق علب بلاستيكية جديدة من فئة نصف لتر ابتداء من الشهر المقبل. وأضاف فابر أن سعر الحليب المبستر الذي تسوقه "سنطرال دانون" في المغرب سينتقل بشكل عام من 7 دراهم إلى 5 دراهم، مع تغيير بسيط سيطال العلب التي يعبأ فيها من كارتونية إلى بلاستيكية. الرئيس التنفيذي لمجموعة "دانون" الفرنسية أكد أن الشركة ستحتفظ بالعلب الكارتونية للحليب المبستر، مع تخفيض سعرها من 3.5 دراهم للعلبة من حجم نصف لتر إلى 3.20 درهما ابتداء من يوم الجمعة، مبرزا أن سنطرال حرصت على خفض سعر الحليب المبستر إلى مستويات منخفضة تتماشى مع تطلعات المستهلك المغربي، في وقت حافظت على مستوى جودته المعتادة. وأكد المتحدث أن "هذا السعر الجديد لن تحقق معه سنطرال أي ربح مالي في ما يخص هذا النشاط التجاري المنحصر على الحليب الأكثر استهلاكا في أوساط الأسر المغربية، أي الحليب المبستر". وقال المسؤول الفرنسي إن الشركة "نجحت في بلوغ هذا الهدف بفضل حملات التشاور التي نظمتها مع شرائح عديدة من المغاربة، وكان هدفها هو جعل سعر الحليب الطري المبستر في مستوى الطاقة الشرائية للمواطنين". ويأتي إعلان السعر الجديد بعد نهاية كافة مراحل التواصل مع الفلاحين والنقابات والبقالين وعموم المواطنين، والتي انطلقت منذ 31 يوليوز الماضي وانتهت في شهر غشت الماضي، ليعقبها فرز الاقتراحات المقدمة خلال مرحلة المشاورات في عدة مدن مغربية، ثم أعقبتها مرحلة صياغة النموذج الجديد. واعتبر المسؤولون أن الحملة التواصلية التي قامت بها الشركة تميزت بالشفافية وعرفت مشاركة المقاطعين وغير المقاطعين، وهو ما رفع مستوى النقاش الذي صاحب هذه الحملة الأولى من نوعها في المغرب. وسبق للمدير المالي لشركة "سنطرال"، سيسيل كابانيس، أن أكد أن حملة المقاطعة التي انطلقت في وسائل التواصل الاجتماعي كبدت الشركة خسائر وصلت إلى 40 في المائة من مبيعاتها في سوق الحليب بالمغرب، التي كانت تشكل 6 في المائة من مجموع مبيعات "سنطرال دانون" حول العالم.

منظمة التحرير تنادي باعتصام في "الخان الأحمر" Posted: 05 Sep 2018 10:59 AM PDT أعلنت هيئة مقاومة الجدار والاستيطان، التابعة لمنظمة التحرير الفلسطينية، الأربعاء، بدء اعتصام مفتوح في تجمع الخان الأحمر، شرقي القدس المحتلة، ردا على قرار المحكمة العليا الإسرائيلية، بهدم التجمع وتهجير سكانه. وقال رئيس الهيئة، وليد عساف، في مؤتمر صحفي عقده في التجمع البدوي، إن "إسرائيل ماضية في التضييق على الشعب الفلسطيني وطرده من أرضه، وقد اتخذت قرارا بهدم التجمع بجرافاتها ضاربة بعرض الحائط كافة القوانين الدولية". وأَضاف: " نؤكد أننا سندافع عن المنازل والسكان بأجسادنا العارية". ودعا عساف الجماهير الفلسطينية إلى "الرباط في الخان الأحمر لحمايته والدفاع عنه، كما وطالب بتدخل دولي وأممي". وقال: " سنبدأ من اليوم، اعتصاما مفتوحا لنقف إلى جانب السكان وحتى نسقط القرار الإسرائيلي". وأشار إلى أن المحكمة الإسرائيلية لم تقبل دراسة الأوراق وطلبات الترخيص، التي قدمها المحامون وأهالي القرية. وأضاف: " استنفذنا كافة الإجراءات القانونية على المستوى المحلي، ومن حقنا التوجه إلى القانون الدولي للمحافظة على حقوقنا". وكانت المحكمة العليا الإسرائيلية، قد أمرت اليوم، بهدم وإخلاء "الخان الأحمر". وحذر فلسطينيون من أن تنفيذ عملية الهدم من شأنها التمهيد لإقامة مشاريع استيطانية تعزل القدس الشرقية من ناحيتها الشرقية، وتقسم الضفة الغربية الى قسمين بما يؤدي الى تدمير خيار "حل الدولتين". وينحدر سكان التجمع البدوي من صحراء النقب، وسكنوا بادية القدس عام 1953، إثر تهجيرهم القسري من قبل السلطات الإسرائيلية. ويحيط بالتجمع عدد من المستوطنات الإسرائيلية؛ حيث يقع ضمن الأراضي التي تستهدفها السلطات الإسرائيلية لتنفيذ مشروعها الاستيطاني المسمى "E1".

"تيل كيل عربي" انتقل إلى مدينة فاس، واستمع إلى مختلف الروايات المرتبطة بالملف. بحث عن العلاقات المفترضة بين الأستاذ المنسق والمتهمين بالوساطة مقابل المال لولوج الماستر؟ وهل هناك وسطاء يحترفون استدراج الطلبة لشراء شهادات جامعية؟ وكم هو السعر المتداول؟ وما هي حقيقة مقاهي ينشط فيها سماسرة الدراسات العليا؟ ونبش كذلك في الإجراءات التي قامت بها رئاسة جامعة محمد بن عبد الله بفاس ( ظهر المهراز) للوصول إلى الحقيقة؟ فضلاً عن آخر مجريات التحقيق القضائي؟ مستجدات القضية إلى حدود الساعة، تم اعتقال شخصين متهمين على خلفية التسجيل الذي يتضمن ابتزاز أحد الطلبة، ومتابعة سبعة آخرين في حالة سراح. المتهمان الرئيسيان أبناء عمومة، ينحدران من إقليم بولمان، واحد منهما طالب في سلك الدكتورة بكلية الحقوق، والثاني طالب في سلك الإجازة شعبة البيولوجيا، فيما سبعة آخرين متابعين في حالة سراح، هم: (محمد ع) و(سفيان م) و(وفاء أ) و(أمين ك) و(معاد س) و(هشام أ) و(حمزة أ م)، وكلهم تواصلوا مع الوسيط المفترض لنيل مقعد بماستر "المنازعات العمومية". أصابع الاتهام بعد تسريب التسجيل الصوتي وجهت نحو الأستاذ الجامعي عبد الله حارسي، منسق ماستر "المنازعات العمومية"، هذا الأخير لم يطله التحقيق إلى اليوم، ولم يتم الاستماع إليه في القضية. وحسب ما توصل به "تيل كيل عربي" من معطيات حول الملف، فقد تقرر مثول الشخصين المعتقلين والسبعة المتابعين في حالة سراح، أمام قاضي التحقيق المكلف بالجرائم المالية في استئنافية فاس محمد الطويل يوم 2 أكتوبر القادم. فلماذا لم يشمل التحقيق الأستاذ؟ ولماذا التأجيل إلى هذا التاريخ؟ مصدرً قضائي، رفض الكشف عن هويته،رد على أسئلة "تيل كيل عربي" بالقول: "منحنا رئاسة الجامعة التي بادرت لرفع دعوى قضائية مجالا لإنهاء التحقيق الإداري، كما أن المصالح الأمنية من جهتها، سوف تقوم بالتحقيق في علاقة الأستاذ بهؤلاء قبل استدعائه، والاستماع للتسجيلات الصوتية، كما سوف يطال التحقيق رصيده البنكي". المصدر ذاته، أكد لـ"تيل كيل عربي"، أن "المتهم الرئيسي" في الملف، طالب دكتوراه في كلية القانون، وصرح خلال التحقيق معه بأن "ما ورد في التسجيل الصوتي مجرد مزحة، ولم يكن يتحدث جدياً عن قدرته على ضمان مقعد للطلبة مقابل المال لولوج ماستر المنازعات العمومية". وشدد المصدر ذاته، على أن الوحيد من بين الذين استمعت إليهم مصالح الأمن، وذكر اسم الأستاذ المنسق للماستر، هو الطالب/الأستاذ الذي ورد صوته في التسجيل، وقال خلال التحقيق معه، إن "الوسيط عرض عليه ولوج سلك الماستر والنجاح بامتياز مقابل 40 ألف درهم، لكنه تواصل مع الأستاذ المنسق(حارسي) وطلب منه تخفيض المبلغ إلى 30 ألف درهم". رواية الأستاذ المنسق بمقهى "لاروك" في فاس بطريق "عيش الشقف"، ضرب "تيل كيل عربي" موعداً مع مصدر موثوق جد مقرب من الأستاذ عبد الله حارسي، الذي بلغت إلى علمه فضيحة التسجيل الصوتي وهو يقضي عطلته في مدينة تطوان. اشترط مصدر الموقع إطفاء الهاتف النقال، وإبعاده عن الطاولة قبل الحديث عن أي شيء، وقام بدوره بإطفاء هاتفه النقال. بعد هذا الشرط الاحترازي كما وصفه، قال: "جئتم إلى هنا لمعرفة حقيقة ماستر المنازعات، أخبركم أن الأستاذ لا علاقة له بالموضوع ولم يتم استدعاؤه إلى اليوم للتحقيق معه في الموضوع". بعد مبادرته بالحديث حول الموضوع، سأله "تيل كيل عربي": "لكن صاحب التسجيل تحدث عن تواصله مع الأستاذ لتخفيض المقابل بـ10 آلاف درهماً على حد قوله؟ !"... "أؤكد لكم أن الأستاذ لا علاقة له بالموضوع، ولم تكن له أي علاقة بالوسيطين اللذين تم توقيفهما على خلفية التسجيل الذي سرب". يضيف مصدر الموقع. "وماذا عن البحث الإداري الذي شرعت رئاسة الجامعة في إجرائه؟ والتحقيق في المكالمات الواردة على الأستاذ والصادرة من هاتفه النقال؟ كذلك هل عنده علم بالتحقيق في رصيده البنكي؟" . المصدر الموثوق والمقرب من الأستاذ حارسي،  الأخير بالقول: "نعم هناك بحث إداري في الموضوع، والأستاذ المنسق أنهى قبل أسبوع تقريراً طالبته به رئاسة الجامعة، ووصل إلى وزارة التعليم، كما أن عمادة كلية الحقوق، تقوم منذ مدة بالتدقيق في أوراق الامتحان الكتابي لولوج  ماستر المنازعات العمومية، التي تتوفر على جميع أوراقها منذ الموسم الجامعي 2006/2007، حين فتحه وزير الاتصال والثقافة محمد الأعرج، كما باشرت الرئاسة الاستماع إلى الأستاذين اللذين يشرفان مع منسق الماستر على إجراء الامتحان الشفوي". وعن مضامين التقرير الذي تحدث عنه الأستاذ  لـ"تيل كيل عربي"، كشف المصدر أن الأستاذ حارسي "أكد فيه غياب أي علاقة له مع المتابعين في الملف، ونفى أي اتصال بينه وبينهم، وتحدث فيه عن صعوبة إقناع قرابة 16 أستاذ يشرفون على 18 مادة في الماستر لمنح نقط بامتياز لمن يفترض أنهمقدموا المقابل لولوج ماستر المنازعات العمومية، فضلاً عن تضارب في المعطيات التي وردت في التسجيل الصوتي، وحديث الوسيط عن تمكنه من تسجيل 35 طالبا، وبقاء 5 مقاعد شاغرة فقط، والحقيقة أن عملية الانتقاء لم تبدأ بعد، وماستر المنازعات يقبل في المتوسط بين 50 و52 طالبا منذ افتتاحه، وليس 40 طالباً". وتابع مصدر "تيل كيل عربي"، بخصوص التحقيق في المكالمات الهاتفية والرصيد البنكي، أن "الأستاذ يرحب بالخطوة، وليس له أي مشكل مع التدقيق في حسابه البنكي. سوف يجدون، باستثناء راتبه، تحويلات بنكية من مؤسسات يعمل معها حارسي، حكومية وغير حكومية". وبالعودة إلى التقرير الذي بعث به الأستاذ لجامعي حارسي، إلى رئاسة الجامعة، ووزارة التعليم، أوضح المصدر ذاته، أنه أوضح فيه منهجية إجراء الامتحان الشفوي، وأورد فيه أنه "يضع مجموعة من الأسئلة، في أرواق مطوية، ويقوم ثلاثة طلبة يجتازون الامتحان الشفوي دفعة واحدة باختيار 3 أوراق تتضمن كل واحدة سؤالا، وتوجه الأسئلة لكل واحد منهم ، ما يصعب عملية اطلاعهم على جميع الأسئلة التي سوف ترد في الامتحان الشفوي". خلاصة المصدر أن "التحقيق في ملف السمسرة في الماستر يجب أن يطال السماسرة ومن يسرب لهم معطيات عن الطلبة من داخل الجامعة". في السياق ذاته، حصل "تيل كيل عربي" على لائحة الطلبة الذين تم اختيارهم لمتابعة دراستهم في سلك ماستر "المنازعات العمومية" برسم الموسم الجامعي 2016/2017، وعددهم 52 طالبا، من بينهم 32 طالباً و30 طالبة، وينتظر أن يشمل التحقيق بالدرجة الأولى الطلبة الذين ينحدرون من مدينة بني ملال، وعدد منهم يتابعون دراستهم في سلك ماستر المنازعات العمومية. وبخصوص الحديث عن متابعة قضاة لدراستهم في سلك الماستر الذي ينسقه الأستاذ عبد الرحيم حارسي، قال المصدر إن "فوج العام الماضي تتابع فيه موظفة واحدة في وزارة العدل دراستها، ولا وجود لأي قاض ضمن طلبة الماستر، وهذه من بين النقط التي تحدث عنها الأستاذ حارسي في تقريره لرئاسة الجامعة". سماسرة الماستر "قبل ثلاث سنوات توجهت نحو أستاذ منسق للماستر، وخاطبته قائلاً: شكراً أستاذ على مساعدتك، واش وصلتك الأمانة بعدا؟ "، الشهادة هنا لموظف في المندوبية السامية للسجون وإعادة الإدماج، اختار أن لا يكشف عن هويته، وكانت صدمته حين أجابه الأستاذ: "أشمن أمانة أولدي كتدوي عليها؟ !" ليرد الطالب: "راه عطيت 20 ألف درهم لطالب عندك في الدكتورة، واتفقنا على 20 ألف درهم أخرى بعد ولوج الماستر !"، ووصف الموظف ردة فعل الأستاذ بعد سماع كلامه بـ"الصدمة والدهشة ونفيه لأي علاقة بينه وبين من تسلم منه المبلغ المالي المذكور". لا أحد من لذين التقاهم "تيل كيل عربي" ينفون وجود سماسرة حرفتهم استدراج الطلبة لولوج سلك الماستر بجامعة "ظهر المهراز"، بل ذهبوا إلى حد تحديد ثلاث مقاهي يرابطون داخلها لاصطياد الطلبة، وهي: مقهى"ج" ومقهي "أ" والمقهى المعروفة ب(ز)". أستاذ بـ"ظهر المهراز"، قال لـ"تيل كيل عربي"، إن "المقاهي التي ذكرناها أمامه معروفة بين الطلبة، ويقصدها عدد منهم للبحث عن ولوج ماستر دون عناء، والسعر المتداول هو 40 ألف درهم، يحصلون على 20 ألف درهم كتسبيق والبقية بعد نجاح الطالب، وإن أخفق كيرجعو ليه رزقو". لكن هل يتحرك هؤلاء السماسرة لوحدهم؟ أم يرتبطون بأستاذ أو أساتذة أو إداريين داخل الجامعة؟ وماهو حجم الفساد في سلك ماستر المنازعات؟ وكم سنة استمر؟ أسئلة وأخرى سيكون الجواب عنها ممكنا يوم2 أكتوبر ، موعدا كشف نتائج التحقيق التفصيلي، فضلاً عن نتائج البحث الإداري الذي باشرته رئاسة جامعة فاس.

ترحيل المئات من المهاجرين الأفارقة نحو بلدانهم Posted: 05 Sep 2018 10:30 AM PDT  يستعد المغرب لترحيل المئات من المهاجرين الأفارقة نحو بلدانهم. في هذا الصدد، عقد وزير الخارجية والتعاون الدولي اجتماعا اليوم مع سفراء دول إفريقيا جنوب الصحراء المعتمدين بالرباط، وذلك بحضور كل من وزير الداخلية عبد الوافي لفتيت، وعبد الكريم بنعتيق الوزير المنتدب لدى وزير الخارجية المكلف بالمغاربة المقيمين بالخارج وشؤون الهجرة، وإدريس اليزمي، رئيس المجلس الوطني لحقوق الإنسان. وكشف مصدر حكومي لموقع "تيل كيل عربي" أن الاجتماع كان مناسبة لتوضيح أسباب قيام السلطات المغربية بنقل المهاجرين المنحدرين من بلدان افريقيا جنوب الصحراء من مدن شمال المملكة إلى مدن أخرى، بعدما كانوا يتحينون الفرصة للعبور إلى الجارة الاسبانية. وأوضح المصدر الذي تحدث لموقع "تيل كيل عربي" أن الهدف من تنقيل المهاجرين الأفارقة إلى مدن أخرى جاء بهدف إعادتهم إلى بلدانهم، مشددا على أن "المغرب حريص على أن تجري هذه العملية في ظل احترام تام لكل الظروف الإنسانية والقوانين الدولية الجاري بها العمل". واعتبر المصدر ذاته، أن ترحيل مهاجري بلدان افريقيا جنوب الصحراء جاء بهدف حمايتهم من الاتجار بالبشر، بعدما عمدت مافيا الهجرة السرية والاتجار بالبشر إلى التركيز على المغرب بعد اقفال المعابر الليبية المؤدية إلى إيطاليا. وتمخض الاجتماع الذي ترأسه وزير الخارجية والتعاون الدولي ناصر بوريطة إلى تشكيل لجنة للمتابعة تضم ممثلين عن السلك الديبلوماسي الافريقي بالرباط، حيث سيتم تحديد هويات المهاجرين قبل ترحيلهم نحو بلدانهم. ويسهر على هذه العملية التي ستهم أزيد من 1500 مهاجر من بلدان افريقيا جنوب الصحراء كل من السلطات المغربية والسفراء الأفارقة، ومنظمة الهجرة الدولية، التي ستواكب بدورها هذه العملية.

This morning, senators will actually get to question the nominee, and the judge will get to respond. Watch the proceedings and all of the live updates here, because it should be an interesting and lively discussion.  "Fear," New York Times Book Review: The New York Times is out with its review of Woodward's "Fear: Trump in the White House." "Nothing in Bob Woodward's sober and grainy new book, "Fear: Trump in the White House," is especially surprising. This is a White House that has leaked from Day 1. We knew things were bad. Woodward is here, like a state trooper knocking on the door at 3 a.m., to update the sorry details," writes reviewer Dwight Garner in the first paragraph. Overall, Garner calls Woodward's writing stiff, but he notes the colorful details, and the ability to realistically portray the overarching sense that there's true chaos in the West Wing.  "Fear," the White House Defense:  It appears the defense from Trump and his administration is just going to be simply, "it's not true," and that Woodward got his facts from "disgruntled employees," fabricating scenes and anecdotes. Here's Trump's tweet about it last night: "The Woodward book has already been refuted and discredited by General (Secretary of Defense) James Mattis and General (Chief of Staff) John Kelly Their quotes were made up frauds, a con on the public. Likewise other stories and quotes. Woodward is a Dem operative? Notice timing?" And, even later last night, where he says he never said the things Woodward writes that he said about Attorney General Jeff Sessions: "The already discredited Woodward book, so many lies and phony sources, has me calling Jeff Sessions 'mentally retarded' and 'a dumb southerner,' " Trump tweeted. "I said NEITHER, never used those terms on anyone, including Jeff, and being a southerner is a GREAT thing. He made this up to divide!" This morning, the book was clearly still on the President's mind, because he tweeted and brought up the word "libel":  "Isn't it a shame that someone can write an article or book, totally make up stories and form a picture of a person that is literally the exact opposite of the fact, and get away with it without retribution or cost. Don't know why Washington politicians don't change libel laws?" So, basically, Trump is calling Bob Woodward, nationally lauded investigative journalist and Pulitzer Prize winner, a bad reporter who makes up stuff. Here's my take: Trump's base probably isn't going change its mind about how they feel about the President just because a Washington Post reporter wrote a book. And for everyone else, "Fear" is a juicy read that -- while not as salacious or ethically questionable as Michael Wolff and Omarosa Manigault-Newman's books -- basically confirms the confusion and weirdness happening at 1600 Pennsylvania Avenue, which, depending on how you feel, ranges from "meh," to "oh my god this is terrifying."  But Behind the Scenes ...:  Trump is apparently fuming, writes the Washington Post, trying to find out which of his former (and possibly current) aides and advisers turned on him to talk to Woodward. "He doesn't think he can trust anybody," one of his advisers outside the White House says.  This Town:  Also Washington and New York journalists taking to Twitter to "confirm" that Woodward is actually a good journalist is lol. Nothing like reporters telling other reporters that their reporter friends (especially ones who have broken historic stories, like Watergate) are good reporters. GUYS IT'S BOB WOODWARD. In the piece, Zuck writes that he's "often asked how confident I feel about our midterms," and then goes out to not actually say how confident he is, which isn't very comforting. Zuck also spreads the responsibility for protecting democracy from abuse on his platform to lots of people who aren't Facebook, writing that "everyone — governments, tech companies and independent experts — needs to do a better job of sharing the signals and information they have to prevent this kind of abuse." Trump went all First Amendment on us and said the ad represented "what this country is all about, that you have certain freedoms to do things that other people think you shouldn't do, but I personally am on a different side of it." He also pointed out he makes money from them. "Nike is a tenant of mine," he said. "They pay a lot of rent." He also tweeted on the ad this morning. Bezos Gives $10 Million to Veteran PAC: Jeff Bezos and his wife MacKenzie donated $10 million to With Honors, a PAC that supports veterans of both parties running for office. It's the largest political donation the Amazon CEO and Washington Post owner has made. In 2012, he donated $2.5 million to back Washington state's same-sex marriage law. Kim K's Back at the White House: Kim Kardashian West is at the White House today, her second visit since May. A White House official told CNN she's not expected to meet with Trump, but will discuss clemency issues with a group that includes Jared Kushner and Van Jones. She's seeking a pardon for Chris Young, a man who was sentenced to life in prison for marijuana and cocaine possession. Kim K was on the latest episode of the podcast "Wrongful Conviction with Jason Flom" to talk about her advocacy for criminal justice. "I do talk to the White House often on this subject with J-Kush and he is really passionate about changing some of these laws and getting a lot of bills passed," she said. She recently visited a prison, is learning as she goes, and believes "the laws have to change," she said. She even said she would be willing to advocate on behalf of someone accused of murder because there are women who have been locked up for things they did in self-defense. "What's on paper and what's in person is so different and that is the hard part," she said. القصر مخاطبا "التقدم والاشتراكية": لا إرادة في الإضرار بالحزب Posted: 05 Sep 2018 10:15 AM PDT القصر مخاطبا "التقدم والاشتراكية": لا إرادة في الإضرار بالحزب حذف كتابة الدولة المكلفة بالماء وإعفاء شرفات أفيلال ظلا عصيين على البلع بالنسبة إلى قادة حزب التقدم والاشتراكية. أمين عام حزب "الكتاب" محمد نبيل بنعبد الله الذي ظهر، في هذا الدخول السياسي، بلحية خفيفة اشتعلت شيبا، سمع وصية من أمين عام حزب العدالة والتنمية السابق ورئيس الحكومة الأسبق عبد الإله بنكيران، بعد أن أكد له بأن "اللحية تليق به"، قبل أن ينتقل إلى الأمور الجدية ويؤكد له، عبر الهاتف: "يجب الحفاظ على كل ما بنيناه"، في إشارة إلى التحالف بين الحزبين بعد أزمة أفيلال، حيث يبدو أن الـPPS ضاق ذرعا بـ"البيجيدي"، وهو ما يعلمه بنكيران جيدا. رفاق أفيلال لم يستسيغوا الطريقة التي حذفت بها كتابة الدولة المكلفة بالماء، كما أراد الوزير عبد القادر اعمارة وتأتى له ذلك. "ليس بهذه الطريقة يُعامل حليف مميّز"، يعتقد  الشيوعيون السابقون الذين لم يكونوا يعتقدون أن تؤول الأمور إلى هذا الحال في علاقتهم بإسلاميي المؤسسات. فقد حاول بنعبد الله أن يحصل على تفسيرات من سعد الدين العثماني، ليفهم كيف تم اتخاذ قرار من هذا الحجم بدون أن يتم إخبار الأمين العام لحزب التقدم والاشتراكية قبل اتخاذ القرار النهائي في مجلس الوزراء يوم 20 غشت، ولكن، بدون جدوى، ففي  يوم 27 غشت، التقت قيادتا الحزبين، دون رفع هذا الغموض الجاثم على الأنفاس. "يقولون إن لديهم ملفات ليست على ما يرام في تدبير شرفات أفيلال، فليكشفوا لنا عنها"، هكذا طالبت قيادة "التقدم والاشتراكية". وفي المناسبة ذاتها، علمت قيادة الـPPS أن العثماني يريد حذف جميع كتابات الدولة من الحكومة، ولماذا لم يفعل ذلك؟ أغلبية مَن على رأس كتابات الدولة نساء، وإذا تم تفعيل القرار، سيصبح الخلل في المناصفة صارخا. يعتقد البعض أن ما جرى مع أفيلال صفعة أخرى وجهها القصر لحزب التقدم والاشتراكية، خصوصا بعد ما جرى يوم 24 أكتوبر 2017، من إعفاء نبيل بنعبد الله من وزارة الإسكان، والحسن الوردي من وزارة الصحة، و"عدم الرضا" على وزير الثقافة السابق محمد الأمين الصبيحي، لكن مصدرا من الدوائر العليا أكد لحزب علي يعته أنه "لا إرادة في الإضرار بالحزب"، وأعطى دليلا على ذلك بـ"التفاتة تثبت ذلك، وهي تعيين خالد الناصري سفيرا بالأردن"، حسب المصدر ذاته. بهذا التأكيد، "ضمن" حزب بنعبد الله أن ما جرى مع أفيلال ليس عقوبة من القصر، ولكنها مبادرة من وزير التجهيز والنقل واللوجستيك والماء ورئيس الحكومة. يطرح الآن السؤال حول قدرة التحالف بين الحزبين، الذي استمر من 2011، على الصمود، وربما جاء الجواب خلال اجتماع اللجنة المركزية لحزب التقدم والاشتراكية التي ستجتمع يوم 22 شتنبر الجاري.

رئيس مجلس النواب المغربي يتوصل باستدعاء من محكمة فرنسية Posted: 05 Sep 2018 09:04 AM PDT رئيس مجلس النواب المغربي يتوصل باستدعاء من محكمة فرنسية هسبريس- محمد بلقاسم الثلاثاء 04 شتنبر 2018 - 23:00 شملت لائحة الاستدعاءات التي قام بها القضاء الفرنسي لصحفيين مغاربة بتهمة القذف في حق مصطفى أديب، الضابط المغربي السابق، الحبيب المالكي، رئيس مجلس النواب، باعتباره مديرا لنشر جريدتي "الاتحاد الاشتراكي" و"ليبراسيون" التابعتين لحزب الاتحاد الاشتراكي للقوات الشعبية. مصدر مقرب من الحبيب المالكي قال لهسبريس إن الاستدعاء، الذي توصل به رئيس مجلس النواب، تزامن مع الاستدعاء الذي توصل به صحفيان مغربيان في علاقة بملف أديب، الأسبوع الماضي للمثول في إطار تحقيق أولي بمحكمة الاستئناف في باريس، بتاريخ 8 أكتوبر المقبل، مشيرا إلى أن الأمر يتعلق بصفته مدير نشر لجريدتي حزب "الوردة" بعدما نشرت المقال موضوع الشكاية. وفِي هذا الصدد، استغرب مصدر هسبريس استدعاء الحبيب المالكي للمثول أمام القضاء الفرنسي، بالرغم من أنه لم يكن مسؤولا عن جريدتي الحزب إبان نشر المقال المذكور منتصف سنة 2014. وربط المصدر، الذي رفض الكشف عن هويته، الاستدعاء بالجانب السياسي؛ لأن رئيس مجلس النواب لا علاقة له بموضوع المقال، مبرزا أن صاحب الدعوى عرف عنه استخدام القضاء لأغراض سياسية ويريد ربط رئيس الغرفة الأولى بموضوع لا علاقة له به. وكان القضاء الفرنسي قد استدعى الصحافييْن المغربيين نعيم كمال ونرجس الرغاي بتهمة القذف في حق مصطفى أديب، مشيرا في رسالة موقعة من قبل نائبة الرئيس المكلفة بالتحقيق إلى أن الموضوع يتعلق بمقال نشر في 20 يونيو 2014، يتضمن تعبيرا شائنا، أو مصطلح ازدراء أو قذفا في حق السيد مصطفى أديب. وردا على الاستدعاء القضائي، استدعت وزارة العدل المغربية قاضي الاتصال الفرنسي بالمغرب، على خلفية استدعاء القضاء الفرنسي لمواطنين مغربيين بشكل مباشر إلى المحاكمة. وقال مصدر مطلع من وزارة العدل المغربية لهسبريس إن الرباط عبّرت عن استغرابها من الاستدعاء المباشر لمواطنين مغربيين من طرف القضاء الفرنسي، مسجلا أن هذا الاستدعاء يعد خرقا لاتفاق التعاون القضائي بين المغرب وفرنسا. وأوضح المصدر أن الاتفاقية بين الرباط وباريس تنص على ضرورة أن يتم الاستدعاء عن الطريق السلك الدبلوماسي عبر وزارة العدل، مشددا على ضرورة احترام القضاء الفرنسي للاتفاقيات التي تجمع المغرب وفرنسا.
