HEZBOLLAH WILL BE THE BIG WINNER IN LEBANON'S ELECTIONS

The group has essentially guaranteed itself a victory by coopting opponents and shuffling electoral districts, but the West can still contain the damage by pressing Beirut on economic reforms.

Since the 2005 Cedar Revolution and the withdrawal of Syrian troops from Lebanon, Hezbollah has lost every parliamentary election it has entered. Yet changes to the electoral law and a shift in political alliances have put the organization and its allies in position to secure an unprecedented parliamentary majority in next month's vote, without any significant opposition. Hezbollah's longstanding dominance over the country's security and military decisionmaking will therefore grow even more preponderant.

WEARING DOWN THE OPPOSITION

In 2005 and 2009, the pro-West March 14 coalition managed to secure parliamentary majorities despite security challenges posed by Hezbollah. The group resorted to threats and violence after both of those elections in order to blunt victories by a coalition that had recently helped to end the Syrian occupation.

In 2008, following an eighteen-month sit-in that shut down parliament and other parts of downtown Beirut, Hezbollah forces stormed the capital and the nearby Chouf district to forestall what it saw as problematic government edicts. During subsequent ceasefire talks in Qatar, a "national unity government" was established that effectively stripped March 14 of the prerogatives it had won at the ballot box. Two years later, several ministers from Hezbollah's bloc resigned, collapsing the March 14 government led by Prime Minister Saad Hariri and resulting in another unity government.

In this year's elections, scheduled for May 6, Hezbollah has little need to worry about threatening or toppling governments. The organization is now on excellent terms with its erstwhile political opponents, and its Iranian patrons are eager to maintain stability in Lebanon as they work to establish hegemony in other parts of the region. Indeed, the environment has shifted dramatically in the group's favor since 2009. Although the Syria deployment has been cause for concern among some Lebanese citizens, it has burnished Hezbollah's credentials among other voters.

Most important, the group's competition is anemic. March 14 continues to disintegrate, and Hariri has been accommodating Hezbollah more often than confronting it. He has seemingly deferred to the group even more since returning from his involuntary sojourn in Saudi Arabia last November and recanting his forced resignation. This unfortunate bout of political pragmatism (or appeasement) likely stems from his rift with Riyadh, which has made his political and economic future much more dependent on domestic actors. Although Hariri is not directly partnering with Hezbollah in the elections, his party is aligned with the group's Christian ally, the Free Patriotic Movement, in many districts. Accordingly, Hezbollah is expected to win through a combination of wooing the right allies and coopting its fractured foes.

IMPACT OF THE NEW ELECTORAL LAW

Last year, Lebanon passed an electoral law that boosted Hezbollah's prospects of victory. Based on proportional representation, the law decreased the country's electoral districts from twenty-six to fifteen. Voters now select a full party list and choose one candidate as their "preferential vote."

Advocates of political reform in Lebanon have long called for a proportional system, theorizing that it would create a more representative parliament in which minorities and nontraditional parties have a better chance to win seats. Instead of opening the political system, however, the new law will actually benefit Lebanon's political establishment. The "preferential vote" mechanism will incentivize citizens to vote according to their sectarian identity. Likewise, the redrawn electoral districts are more homogenous than before, reducing the number of mixed-sect districts and decreasing opportunities for cross-sectarian alliances or cooperation.

In short, the new law is designed to cement the status quo, keeping many of the same key political figures in place while bringing more Hezbollah loyalists into parliament. For example, Christian leader Sleiman Frangieh—who heads the Marada Movement and frequently expresses support for Syria's Assad regime—is expected to win a much bigger bloc, while Hariri and Druze leader Walid Jumblatt will likely lose seats.

CONSEQUENCES OF A HEZBOLLAH WIN

What might Hezbollah do with its anticipated victory next month? First, the group is unlikely to gloat, since doing so would alarm the international community and perhaps spur Western sanctions or other punitive economic measures against Lebanon. Instead, it will probably act as if nothing has changed, reinstalling Hariri as prime minister to give the next government an air of legitimacy. This does not mean the group and its parliamentary partners will agree on everything, but when it comes to major issues such as security appointments, regional wars, and other foreign policy matters, Hezbollah will make the decisions.

Second, the organization will likely try to use its parliamentary majority to legalize its weapons. Hezbollah leader Hassan Nasrallah recently argued that public sentiment on this issue has changed, stating, "The majority of the Lebanese people support the resistance in deterring Israel and preventing terrorism." Given Hariri's new "zero problems" policy—which essentially boils down to not confronting the group anymore—the prospect of a permanently armed political party may no longer be a hugely controversial issue, at least domestically.

Third, Hezbollah could seek constitutional changes to guarantee its long-term control. When the Taif Accord ended the civil war in 1989, it reapportioned the parliament to give Christians and Muslims equal representation, with each electing 64 of the legislature's 128 deputies. Recently, however, the Hezbollah-allied Amal Party has proposed changing this to a tripartite system between Christians, Sunnis, and Shia. In addition to giving Hezbollah and other Shia factions more power, such a system would also appeal to Sunnis, though it is unclear whether Hezbollah's Christian allies would stand for it.

CONTAINING THE DAMAGE

Despite all of the above advantages, Hezbollah still faces some obstacles to its complete takeover of Lebanese state institutions. Western governments would be wise to consider ways of buttressing these barriers, especially in the economic sector.

As one of the most heavily indebted countries in the world, Lebanon won aid pledges exceeding $11 billion at the April 6 Paris donor conference. Yet these pledges were linked to major economic and structural reforms that have proven difficult for the country in the past. Beirut failed to implement such reforms after previous Paris conferences, and it seems unlikely to do so now. Without serious reforms, however, the country risks falling into a deep economic crisis.

Following the latest Paris conference, President Trump lauded Beirut's commitment to necessary reforms such as combating corruption, increasing transparency, and improving accountability and fiscal management. "The United States stands in support of Lebanon's efforts to strengthen its legitimate state institutions and develop an open, free economy that serves all Lebanese," he noted.

Hezbollah is focused on these issues as well, at least rhetorically. In March, Nasrallah discussed the need to fight corruption following the elections. He also vowed that members of the group's parliamentary bloc, "Loyalty to the Resistance," would tackle urgent economic problems. These issues are a priority for Hezbollah's electorate, and therefore a potential source of exposure for the group.

Although it is too late to prevent Hezbollah's inevitable electoral victory, the international community can still take several steps to contain the group afterward. First, the Paris donors should withhold their pledges until Beirut implements the required economic reforms, since many of these measures would empower legitimate state institutions and help weaken nonstate actors. Second, foreign officials should urge Hariri not to let Hezbollah take advantage of his "zero problems" policy, even if they continue to support the general principles of stability and nonviolence that underlie that policy. Aid programs could give the West an avenue for monitoring this policy and protecting state institutions whenever possible.

To further undermine Hezbollah, Western officials should expose the group's internal corruption—something the Lebanese Shia community is already complaining about. Hezbollah should not be allowed to depict itself as fighting corruption while at the same time engaging in corruption. Releasing intelligence on the group's graft and criminality would likely erode its credibility. Many Western states already target Hezbollah's finances because it is a terrorist organization, and they should not ease up on such pressure just because the group wins a parliamentary majority.

بعد إطلاق الرصاص على المينورسو.. غوتيريس يقلب الطاولة على البوليساريو والجزائر

في سياق حديثه عن "التهديدات المتنامية والهجمات المتصاعدة، مؤخرا، ضد بعثات حفظ السلام"، أعرب الأمين العام للأمم المتحدة أنطونيو غوتيريس عن قلقله على أمن بعثة المينورسو في المنطقة العازلة شرق الجدار الأمني في الصحراء المغربية. 
جاء ذلك وفق تصريحات لاستيفان دوجاريك، المتحدث باسم الأمين العام للأمم المتحدة أنطونيو غوتيريس، أول أمس الثلاثاء خلال مؤتمره الصحفي اليومي، ردا على التقارير الصحفية الأخيرة المتعلقة بإطلاق عناصر البوليساريو طلقات تحذيرية في اتجاه مراقبي بعثة المينورسو لمنعهم من الوصول إلى أحدى المناطق شرق منظومة الدفاع.
وفي هذا الإطار أكد دوجاريك أن "الأمين العام يشعر أكثر من أي وقت مضى بالقلق بشأن التهديد المتنامي والهجمات المميتة على قوات حفظ السلام التي طالت جميع البعثات"، معتبرا أن "تحسين أمن جنود حفظ السلام، يعتمد على المعدات والتدريب والمهام الموكولة إليهم"، مضيفا أن الأمر يتعلق بشراكة بين الأمانة العامة للأمم المتحدة، ومجلس الأمن والبلدان المساهمة بقوات "من أجل الحرص على تمكين قوات حفظ السلام من الوسائل الضرورية للقيام بمهمتهم".
وكانت عناصر من البوليساريو قد أطلقت، أواسط شهر مارس الماضي، ذخيرة حية في اتجاه مراقبين من البعثة الأممية في الصحراء المغربية لمنعهم من توثيق الانتهاكات المتعددة للميليشيات الانفصالية في هذه المنطقة.
كما عمد المرتزقة، قبل ذلك، إلى نشر عناصر مكلفة باعتراض أعضاء بعثة المينورسو، وتثبيت علامات تحذيرية مضللة لحقول الألغام بهدف إعاقة التنقل الحر للبعثة، وعدم تسجيل خروقات البوليساريو.

وفي تقريره إلى مجلس الأمن الدولي مستهل هذا الشهر، كشف أنطونيو غوتيريس، في أربع فقرات، عن تعرض قوات المينورسو لتهديدات أمنية، مما حال دون ممارسة مهامها كاملة في مراقبة التزام البوليساريو بمراقبة وقف إطلاق النار.
وجاء في الفقرة 33 من نص تقرير غوتيريس أنه وابتداء من يونيو 2017 "قيد تحرك الدوريات شرق الجدار الرملي في مساحة لا يعدو قطرها 100 كيلومتر انطلاقا من مواقع الأفرقة، بسبب التهديد المباشر الذي ورد أواخر حزيران/يونيه بخطف أفراد دوليين".
وشرح غوتيريس في الفقرة 56 من التقرير الهواجس الأمنية لدى بعثة الأمم المتحدة من خلال القول: "ولا تزال الاعتبارات الأمنية تؤثر تأثيرا كبيرا على رصد وقف إطلاق النار وإعادة الإمداد باللوجستيات. فالدوريات البرية شرق الجدار الرملي محدودة في نطاقها أثناء النهار ولا تعمل ليلا. والقوافل اللوجستية عرضة للخطر وتعتمد على الاستطلاع الجوي المسبق للطرق، وستصبح الدوريات الجوية متاحة أكثر بفضل طائرة عمودية ثالثة، لكنها ستظل مقصورة على ساعات النهار".
وجاء في الفقرة 45 من تقرير غوتيريس ""توصل تقييم عام للتهديدات أجرته البعثة إلى وجود مستوى أمني متوسط في جميع أنحاء منطقة عمليات البعثة، واعتبر التهديد الذي يشكله الإرهاب، استنادا إلى التهديدات المباشرة التي وردت خلال الفترة المشمولة بهذا التقرير وفي السابق، عاليا في شرق الجدار الرملي، ونظرا لمستوى التهديدات في المنطقة، فقد تم تعزيز أمن البعثة". 
أما الفقرة 81 من التقرير، فقد عبر من خلالها غوتيريس عن ما يعزز مخاوفه الأمنية مما يحدث شرق الجدار العازل، حيث قال بالحرف: "ما زال يساورني بالغ القلق إزاء الأمن (…) ولا سيما في المنطقة الصحراوية الشاسعة والفارغة الواقعة شرق الجدار الرملي، حيث يظل مراقبو البعثة العسكريون غير المسلحين معرضين لتهديدات الجماعات الإجرامية والإرهابية، ولا تزال التحركات البرية للبعثة في شرق الجدار الرملي عرضة للخطر بوجه خاص".

Still no word whether Trump intends to join Melania Trump at the funeral for Barbara Bush in Houston, Texas, on Saturday. 

A President Willing To Walk Out:
At yesterday's news conference with Japanese PM Shinzo Abe, Trump was asked about his upcoming sit-down meeting with North Korea's Kim Jong Un. The President said he would attend the face-to-face but that he would be fine with walking out on the dictator if things didn't go to his liking. "If we don't think it's going to be successful, we won't have it. If the meeting when I'm there isn't fruitful, I will respectfully leave the meeting. I like always remaining flexible. We'll remain flexible here."

Congress' Second-Thoughts about Trump 2020:
CNN's Manu Raju spoke with more than two dozen GOP lawmakers about how they were feeling about the idea of Trump 2020. The answer? For many of them, not so good. Many of them avoided the question altogether, some weren't sure Trump would even go for a second term, and still others said if he did, they didn't know how they would feel about it. "I've supported the President in the past and support him now but three years from now?" said Louisiana Sen. John Kennedy, a freshman Republican.
Will Cohen Flip?:
One of Trump's own former attorneys apparently warned him that if pressured with possible jail time, Michael Cohen might flip and cooperate with special counsel Robert Mueller's investigation. Jay Goldberg, who worked for Trump for many years, said the President called him up last Friday, seeking advice, and Goldberg straight-up told him to be careful about Cohen. Goldberg warned Trump, "anybody who is facing 30 years never stands up." Cohen, of course, has yet to be indicted on any charges, but in the wake of FBI raids, the prediction is he could soon face serious legal and possible criminal trouble. 

2018, the Year of Playboy:
Just when the WHCD party scene was starting to look as lackluster as last year (with the exception of CNN's Sunday "Hangover Brunch," which is literally the best), a newbie has arrived on the scene. Playboy announced yesterday it would be holding its first ever WHCD, invite-only afterparty on April 28, after the dinner at the Washington Hilton. Playboy has also purchased a table at the dinner, which are only available via a publication with an official White House correspondent. The late Hugh Hefner's son, Cooper Hefner, now COO of Playboy Enterprises, decided this was the right year for Playboy to infiltrate Washington in support of, as a press release states, the First Amendment and the right to a free press. And despite what you might have read elsewhere yesterday, I've confirmed there will be Playboy bunnies dressed in the iconic ears and tail to entertain revelers. It's called the "No Tie Party," which I get because they want people to loosen up, but I also don't get because the bow tie is such a part of the bunny costume, they even use it on the invitation, which I'm showing you here. Theme Bar's Next Take is Royal Wedding:
Drink Company, which swaps out different, elaborate themes in a cluster of bars in Shaw, will close the current Cherry Blossom situation on April 29 and reopen on May 4 with an entire bar celebrating the wedding of Prince Harry and Meghan Markle. (You know you're going to go.) Drink tip: there's a When Harry Met Meghan cocktail served in a commemorative mug, and also a martini, Queen Elizabeth's go-to drink, which comes with a crown. Teens were also asked what measures they thought were most effective in preventing school shootings. Preventing people with mental illness from purchasing guns and improving mental health screening and treatment were the most popular options, at 86% each, while allowing teachers and school officials to carry firearms was the least popular, at 39%.

Stormy Lawyer Threatens Lawsuit Over Trump Tweet:
Stormy Daniels' attorney Michael Avenatti told our Wolf Blitzer Wednesday he's "likely" to amend his complaint against President Trump, adding a defamation claim for Trump's tweet calling the composite sketch of the man Daniels said threatened her in 2011 a "total con job" about a "nonexistent man."

Avenatti also told TMZ since releasing the sketch, he's received more than 1,500 tips, several hundred of which he believes are credible enough to pursue.

Another Trump Accuser Gets a Magazine Cover:
First it was Stormy on Penthouse. Now former Playboy Playmate Karen McDougal, who says she had an affair with Trump, has reached an agreement with American Media Inc., allowing her to speak openly. As per the agreement, she'll be on the cover of the September issue of AMI's Men's Journal.

This Year's Time 100 Has Got Some Names:
The 2018 edition of the Time 100 is out. President Trump is on the list, and his blurb was written by Ted Cruz ("a flash-bang grenade thrown into Washington by the forgotten men and women of America), while Barack Obama wrote about the Parkland students ("Our kids now show us what we've told them America is all about, even if we haven't always believed it ourselves: that our future isn't written for us, but by us.").

The onetime would-be vice president of the United States is now posting about "skinny tea" to her more than 25,000 followers on Instagram. Last night, Palin posted a photo of her in the snow holding a $24.99 Teami Tea Tumbler along with three additional photos of her holding the tumbler, with her son Trig.

The caption, which I have included in its entirety, reads thusly:

Teami lists an address in Seminole, Florida, on its website. Other influencers that have posted about the company's products include a woman named Haley Dillon with more than 28,000 followers who is the wife of NASCAR driver Ty Dillon; Camelia Katoozian, a beauty blogger with 320,000 followers; and Jessica Carroll, a contestant on Season 22 of "The Bachelor" with nearly 21,000 followers.

The FTC requires influencers to disclose their relationship to a brand if they endorse or promote it on social media. This is often seen with the hashtag #ad, #spon, or #sponsored in the caption, which Palin did not include in hers. I reached out to Teami through its website and phone number and Palin through her website to ask about their relationship, but have not yet received a response.

Palin's daughter Bristol, who has 145,000 followers, has posted about Teami seven times so far this year and has included similar language in her captions, offering a 15% discount with the code BRIS15 and also using the hashtag #thankyouteami.

Posting about products on Instagram can be lucrative for users with large following, and fitness tea is among the most popular products hawked. Influencers who talked to BuzzFeed for a March story said its typical to make about 1% of their follower count per post. Using that estimate, if Palin's post is indeed sponsored, she could have made about $250 for it.

Palin is a newbie to Insta, posting for the first time in October 2017. Her social media following, which includes 1.51 million followers on Twitter and more than 4.8 million followers on Facebook, has largely become a conservative content mill, posting links to news articles including some on a blog on her personal site. She also posted the Teami photo on her Facebook, editing it a minute after it was posted to add an "-SP" after the paragraph explaining how she uses the product, indicating she wrote it and not someone on her behalf. It also includes the 15%-off discount code.

Street Art Sighting:
Spotted on Elden Ave and Pico Boulevard in Los Angeles: a mural of Kim Jong Un holding a doughnut and cup with the words "Coming To America" and the Hollywood sign replaced with one for Koreatown.  كشفت نيابة النقض المصرية، اليوم الأربعاء، رأيها القانوني في طعن أبو تريكة و1537 متهما آخر، على قرار إدراجهم بقائمة الشخصيات الإرهابية، وقالت إنها ترى قبول الطعن، وإلغاء قرار الإدراج.

كشفت نيابة النقض المصرية، اليوم الأربعاء، رأيها القانوني في طعن أبو تريكة و1537 متهما آخر، على قرار إدراجهم بقائمة الشخصيات الإرهابية، وقالت إنها ترى قبول الطعن، وإلغاء قرار الإدراج.
ويعد رأي نيابة النقض استشاريا غير ملزم للمحكمة، وبالتالي يكون النجم السابق لكرة القدم المصرية خارج لائحة الشخصيات المتهمة بالإرهاب.
وطلبت المحكمة من الدفاع الحاضر اختيار مجموعة من المحامين للترافع عن المتهمين، وذلك نظرا لوجود أكثر من 100 محام داخل الجلسة وعدم وجود أماكن للمحامين داخل قاعة المحكمة لكثرتهم.
وأدرجت الدائرة السادسة بمحكمة جنايات القاهرة برئاسة المستشار خليل عمر عبد العزيز، جماعة الإخوان المسلمين على قائمة الكيانات الإرهابية، وإدراج 1538 شخصا على ذمة القضية رقم 653 لسنة 2014 حصر أمن الدولة العليا، على قوائم الكيانات الإرهابية.

 تناقلت العديد من الصفحات بمواقع التواصل الاجتماعي، وبعض المواقع الإلكترونية، خلال الأسبوع الجاري، مقطع فيديو، قيل إنه يوثق لحظة نبش قبر الرئيس العراقي الراحل صدام حسين.

تناقلت العديد من الصفحات بمواقع التواصل الاجتماعي، وبعض المواقع الإلكترونية، خلال الأسبوع الجاري، مقطع فيديو، قيل إنه يوثق لحظة نبش قبر الرئيس العراقي الراحل صدام حسين.
وحسب ناشري الفيديو فإن جثمان الرئيس الراحل صدام حسني لم تتحلل، وقد تم نقلها إلى قبر آخر ببلدته تكريت، وذلك مخافة أن يقوم مجهولون بسرقتها.
وعلاقة بالموضوع، فقد أكدت وكالة ''فرانس بريس'' حقيقة ما أشيع حول نبش قبر الرئيس العراقي السابق صدام حسين في مسقط رأسه بقرية العوجة بمدينة تكريت، عاصمة محافظة صلاح الدين، شمالي البلاد، وأن مكان جثته الآن مجهول.
وحسب موقع ''عاجل'' السعودي فقد أجرت الوكالة الفرنسية تحقيقها في محاولة للإجابة عن أسئلة حول مكان جثة صدام، بعد 12 عامًا من إعدامه شنقًا في 30 دجنبر 2006، وأعادت الوكالة التذكير بأن شيعة العراق خصوصًا احتفلوا بإعدامه في الشوارع، لكن عملية الإعدام شكلت صدمة لدى السنة؛ لتزامنها مع أول يوم من عيد الأضحى، ودُفن صدام في نفس ليلة إعدامه، بعدما أجبرت الحكومة العراقية عائلته على دفن الجثة سريعًا في قريته دون تأخير.

وفي الوقت الذي سعت فيه قريبة ناشر يومية أخبار اليوم وموقعي "اليوم 24" و"سلطانة"، بالدرجة الأولى إلى إنقاذ أسرة بوعشرين من خلال الضغط الذي تمارسه على الصحافية للتنازل عن القضية، يبدو أنها قد تناست الواقع الأسري المرير الذي عاشته هذه الأخيرة، جراء ما مُورِس عليها من طرف الصحفي المتابع بجرائم ثقيلة ضمنها الإتجار بالبشر والإغتصاب والبغاء بامرأة حامل وممارسة الجنس على متزوجات، علما أن سلوك بوعشرين قد ساهم في تدمير أسرة الصحافية المتزوجة والأم لطفلين كما تسبب لها في أزمة نفسية جد صعبة.

 علمت ''شوف تيفي'' من مصادر مطلعة، أن المجلس الحكومي المنعقد اليوم الخميس برئاسة سعد الدين العثماني، سيتدارس عددا من مشاريع مراسيم، من بينها مشروع مرسوم يتعلق بإحداث المجالات الرعوية والمراعي

علمت "شوف تيفي" من مصادر مطلعة، أن المجلس الحكومي المنعقد اليوم الخميس برئاسة سعد الدين العثماني، سيتدارس عددا من مشاريع مراسيم، من بينها مشروع مرسوم يتعلق بإحداث المجالات الرعوية والمراعي الغابوية وتهيئتها وتدبيرها.
و حسب ما توصلت له "شوف تيفي" يضع المشروع تصورا جديدا لتدبير مجال الرعي، ومن بين النقاط التي يهدف إليها، إلزامية إخضاع كل إحداث لمجال رعوي أو مرعى غابوي إلى دراسة مسبقة، وإسناد تدبير المجالات الرعوية والمراعي الغابوية المحدثة والمهيأة ونقط الماء الرعوية، لقطاع الفلاحة أو قطاع المياه والغابات، حسب الحالة، مع إمكانية إسناد هذا التدبير للتنظيمات المهنية الرعوية أو لكل شخص ذاتي أو اعتباري خاضع للقانون العام أو الخاص وفق بنود دفاتر تحملات يتم إعدادها لهذا الغرض، مع إحداث المحميات الرعوية بقرار للسلطة الحكومية المكلفة بالفلاحة والمياه والغابات، والتي لا يمكن أن تتجاوز مدة منع الرعي فيها أربع سنوات، بما فيها فترات التمديد المحتملة.
وتحديد طريقة حساب التعويض عن منع الرعي وشروط وكيفيات منحه، وغيرها من الإصلاحات التي تهم تنظيم المجال الرعوي وخاصة لدى فئة الرحل.

Post-traumatic stress disorder isn’t just for soldiers. After years of covering war and tragedy in the Middle East and Southeast Asia for Reuters, it happened to Reuters reporter Dean Yates.

In 2016, Yates was treated in a psychiatric unit for PTSD after a career spent covering conflict and tragedy. Last July, he was back in Ward 17. It was time to face up to his moral injury and the event that drove him into mental hell. Read our latest special report.

The U.S. Federal Aviation Administration said it would order the inspection of some 220 jet engines after investigators said a broken fan blade touched off an engine explosion on a Southwest Airlines flight, shattering a window and killing a passenger.

Many social media users attacked passenger Marty Martinez in expletive-laced postings after he live streamed what he feared might be his last minutes of life after the engine exploded. It was possibly the first time someone who thought he was going to die in a plane crash live-streamed the experience.

North Korea has expressed its commitment to “complete denuclearization” of the Korean peninsula and is not seeking conditions, South Korean President Moon Jae-in said today, as the United States vowed to maintain “maximum pressure” on Pyongyang.

Commentary: The strikes on Syria "were little more than highly ritualized theater," writes Peter Apps. But while they demonstrated U.S. military dominance in the Mediterranean, they have left a murky, risky aftermath. Increased Russian and Chinese activity in other regions "means U.S. power is increasingly spread thin."
