More civilians have been killed in Afghanistan in the past three months than during any other three-month period in the past decade, according to a U.N. report released Thursday. The spike in civilian deaths comes as the 18-year war in Afghanistan is intensifying, with the Taliban and the U.S.-backed Afghan military stepping up pressure on the battlefield.

Just in the nick of time. 

Prime Minister Boris Johnson says the U.K. has reached a divorce deal with the European Union. That agreement, he says, should get through parliament on Saturday, which would allow Britain to exit as agreed on Oct. 31.

Johnson says the deal will let the U.K. "take back control" after more than 45 years of ties to the world's biggest trading bloc. The news, as EU leaders meet in Brussels today, sent the pound and shares higher.

It's not entirely clear how they overcame the issue of avoiding a hard border for Ireland as part of the divorce, and what was done to placate the Conservative Party's Northern Irish allies in Parliament. Indeed, it does not seem the Democratic Unionist Party is fully on board. Johnson does not have a majority in Parliament.

Johnson may be able to claim victory where his predecessor Theresa May failed. A deal should spare the U.K. a chaotic exit from the EU that could disrupt trade and the movement of people. But the mechanics of the exit will take years to iron out, and the poisonous rancor within the U.K. over immigration that the Brexit referendum set off won't magically vaporize.

There's a lot of work yet to come.

Helpful witness? | Trump's allies hope Gordon Sondland, the U.S. ambassador to the European Union (and a generous donor to the president), will offer favorable testimony to House panels today to counter a slew of damaging revelations in the impeachment inquiry.

  • Energy Secretary Rick Perry told the Wall Street Journal that he contacted Trump's personal lawyer Rudy Giuliani at the president's behest to discuss corruption in Ukraine.


Money trouble | Struggling to regain his lead in the polls and fend off an onslaught from Trump, Joe Biden may be too short on cash to do either as well as he'd like. Federal filings show Biden spent $1.9 million more than he raised in the third quarter, an unusual deficit for a major presidential candidate at this point in an election cycle. That left him with the smallest cash reserve among the five top-polling Democratic contenders.

Weighing in | Republican senators say they're planning to move quickly on legislation to support protesters in Hong Kong despite a threat of retaliation from China. High security | Zimbabwe, which is repealing its laws banning cannabis production, has launched the industry by planting industrial hemp on the grounds of the main prison in the capital, Harare. Convicts won't be tending the crop, though; that's being handled by a private company that hopes to cash in on a key advantage of the penitentiary: tight security.

  • Thailand's divided parliament began debating the annual budget today amid concern the ruling coalition may struggle to pass the bill because of its slim majority. The final vote is due in January.
  • Japanese Defense Minister Taro Kono has put his name forward to succeed Prime Minister Shinzo Abe as leader of the ruling Liberal Democratic Party, joining other challengers Environment Minister Shinjiro Koizumi and Shigeru Ishiba.

هولندا.. العثور على عائلة اختبأت في قبو منزلهم منذ 9 سنوات إنتظارا ل "نهاية العالم"

عثرت الشرطة الهولدنية على عائلة مكونة من 7 أفراد عاشوا حياة منعزلة مختبئين داخل ملجأ منزلي تحت الأرض دون التواصل مع الآخرين لمدة 9 سنوات، معتقدين أنهم وحيدون في العالم.

وتكشفت قصة العائلة الأحد الماضي، عندما تمكن أحد أفراد هذه العائلة البالغ 25 عاما من الفرار من المنزل الواقع على بعد بضعة كيلومترات عن قرية روينيرولد في مقاطعة درينته شمال شرق هولندا، وتوجه إلى حانة محلية، طلبا للمساعدة.

واستدعى صاحب الحانة الشرطة لتتجه لاحقا رفقة الرجل إلى المكان.

وتبين أن أفراد العائلة المتألفة من الأب البالغ 58 عاما و6 أبناء تتراوح أعمارهم بين 16 و25 عاما، عاشوا على الأغلب في سرداب داخل بيتهم الريفي.

وقال الشاب الهارب إنه الأكبر سنا بين أشقائه وشقيقاته الخمسة ولم يخرج من البيت منذ 9 سنوات ولم يذهب للمدرسة أبدا، وإنه فر من أجل وضع حد لمأساة عائلته.

من جانبه قال صاحب الحانة إن الشاب كان لديه شعر طويل ولحية قذرة وارتدى لباسا قديما، وكان منظره مرتبكا حينما وصل إلى الحانة، وتحدث بصورة طفولية.

وخلال مداهمة المنزل وجدت الشرطة سلما خلف إحدى الخزائن في غرفة الجلوس يؤدي إلى السرداب المبني على شكل ملجأ محصن تحت الطابق الأرضي.

The U.S. House of Representatives on Wednesday passed a bipartisan resolution rebuking President Donald Trump for withdrawing American forces from Syria. Trump's decision cleared the way for Turkey's military assault on the Kurds, formerly allies of America, and handed leverage in the region to Vladimir Putin. Turkish forces have been accused of conducting roadside executions and killing at least 50 civilians, including children. When asked of their plight Wednesday, Trump dismissed the Kurds, saying "they're not angels." Democrats said Trump later had a "meltdown" during a meeting on the topic. —David E. Rovella

Trump's Tax Mystery Deepens

President Donald Trump has famously refused to follow 40-plus years of presidential tradition and release his tax returns. Before him, the last major-party nominee not to release returns was Gerald Ford. I'm gonna go out on a limb here and say Trump's are much more interesting.

The very wealthy president is dogged by questions about his net worth, sources of income, ties to Russia and other foreign capital sources, and whether his office has enriched him, to name a few mysteries. Tax returns may not resolve all these, but they'd sure help. Today we've got yet another reason to want to see them: ProPublica reported that Trump inflated the profitability of properties when he needed a loan but minimized those numbers when it was time to pay taxes.

This gibes with what his former lawyer/fixer/TV attack dog Michael Cohen testified in Congress; and it appears to be just as illegal as some crimes for which Cohen was sent up the river, writes Tim O'Brien. Tim is one of the few people to have actually seen Trump's returns, thanks to Trump's unsuccessfully suing him. Tim can't talk about what he saw, but he can talk about how Trump's father Fred also got in trouble for being creative with numbers back in the day. His son appears to be keeping up that tradition, at least. 

Democrat Talkathon Changes Little

Last night what seemed like roughly 47 of the Democrats who want to replace Trump crammed onto a stage and talked for what felt like 18 hours about Medicare for All, Hunter Biden, their weirdest friends and basically anything but the climate. Jonathan Bernstein had a couple of big takeaways from the Dem debate:

1 — Elizabeth Warren is clearly now the front-runner. Sorry, Joe Biden.

2 — The bubble candidates didn't improve their currently dismal trajectories. 

In other words, not much changed, at least in the big picture of the race. One subtler development was encouraging, though: The candidates showed hints of realizing they must rise above partisanship when solving the crisis that is the Trump presidency, writes Bloomberg's editorial board. That's the first step toward convincing some undecideds they have the nation's best interests at heart, both in impeachment and the 2020 campaign.

Even if Boris Johnson does manage to reach a deal with the EU that the Northern Irish Democratic Unionist Party can tolerate, then he'll have to get that deal through Parliament, where everybody will be jockeying for position in the next election, writes Therese Raphael

And then even if Britain somehow manages to leave the EU by Halloween with an acceptable deal, it will still face not only years of negotiations over its long-term EU relationship, but also the general economic malaise gripping the rest of the world, writes Marcus Ashworth. The Bank of England will be cutting rates soon, in other words. So there's one certainty.

The House condemned President Donald Trump's withdrawal of U.S. troops from northern Syria, which paved the way for Turkey's military assault against the Kurds.

The overwhelming bipartisan vote was a rare public rebuke of Trump from his own party and comes as the president tries to defend his much-criticized decision to pull out of Syria.

European efforts in northeastern Syria were increasing before President Trump’s decision to fully withdraw U.S. troops, and America’s enabling role was singular and indispensable. No European burden-sharing can be possible without a U.S. military presence on the ground. European contributions to counterterrorism operations against ISIS cells in the region will be difficult without a U.S. presence. Nor can European NGOs operate without U.S. security guarantees. European officials cannot visit prisons and camps where ISIS members are detained without the security that only the U.S. military can provide. Europeans are not asking for a free pass. They seek U.S. leadership to address the still-significant terrorist threats emanating from Syria. This requires keeping a small number of U.S. troops in Syria and committing to a political solution...

Muddled governance, harsh crackdowns, and outside interference threaten to overturn the fragile freedom that Iraqis have won at great cost.

Open debate and free peaceful protest are rare in the Arab world. This month I saw both when I traveled to Iraq. I attended a conference where Iraqi men and women debated and publicly asked tough questions of their government. I also saw a small group of peaceful protesters on Oct. 1; at that point, security personnel calmly stood by. As the peaceful and spontaneous demonstrations spread, however, security services opened fire. Over 100 protesters were killed and thousands injured. President Barham Salih condemned the use of lethal force and promised to bring those responsible to justice. It is up to the Iraqi government to follow through with this promise, and to implement genuine reforms. But the U.S. cannot turn away...
