Posted: 31 Aug 2019 06:21 AM PDT

This Weekly looks at a tale of two Kashmirs, asks if Donald Trump has already lost the US-China trade war, and explains why President Joko Widodo is really relocating the Indonesian capital

KASHMIR

India's Prime Minister Narendra Modi seems to be making the crisis in Kashmir work to his benefit, while Pakistan's Imran Khan most certainly is not

Revoking Jammu and Kashmir's special autonomous status, writes Saikat Datta, has led to a surge of support for Narendra Modi across India while receiving little international condemnation in return.

Kashmir is India's only Muslim-majority state – it previously was allowed to have a separate flag, pass its own laws and have its own constitution – but New Delhi brought it under direct rule in early August and, in doing so, placed the region in a militarily tight and unprecedented lockdown.

But India — by arguing that this is an internal affair aimed at preventing more terror attacks in the violence-hit region — has faced little criticism in the West or from the Muslim world.

The Organization of Islamic Cooperation (OIC), writes Saheeq Rahman, has asked the international community to push for a settlement according to relevant UN Security Council resolutions. However, the OIC, known as a collective voice of the Muslim world, has never been taken seriously by India, which understands the the lack of consensus among the Organization's member countries in dealing with Kashmir.

India, explains Rahman, always firmly sticks to the 'this is an internal matter' line and also argues clearly that if there are to be any bilateral discussions, they will be with Pakistan alone.

Pakistan also has its issues in the region, explains Kaswar Klasra. The Gilgit-Baltistan territory, in Pakistan-administered Kashmir, is facing an authoritarian crackdown of its own and, writes Klasra, the area lacks proper constitutional status, a working legal system and the political autonomy that Indian-administered Kashmir had until earlier this month.

Gilgit-Baltistan borders China, Afghanistan and India, and is important to Pakistan. The China-Pakistan Economic Corridor, a grand infrastructure project worth more than $50 billion, goes through the region to connect China to Pakistan's deep-sea port of Gwadar. However, argues Klasra, the locals have yet to benefit from the project and any dissent is met, increasingly, with violence.

It is just one of the problems facing Pakistan, writes Imad Zafar, who argues that a 'complete surrender on Kashmir, global isolation in the diplomatic community and the deteriorating economy amid political instability' will be enough to sink Prime Minister Imran Khan's political career.

In India, meanwhile, Modi seems to be ready to use the Kashmir crisis to go from strength to strength. His government, writes Bertil Linter, went out of its way to assure people in India's semi-autonomous northeastern states of Nagaland and Manipur that nothing is going to change in the wake of the constitutional shift in Jammu and Kashmir.

Modi is now trying to negotiate a tricky a peace agreement with the Nagas, who have led an armed insurgency against Indian since the 1950s and, writes Saikat Datta, the Modi government is 'preparing to give them far more autonomy than Kashmir ever enjoyed under Article 370'. Support for Modi, and for his move in Kashmir, says Datta, is high.

CHINA-US TRADE WAR

As the United States and China escalate the past year's trade dispute into full-scale economic war, has the decisive fact in the conflict gone entirely unmentioned? Has China has already won the critical engagement in the conflict?

The US-China trade war has already been lost, writes Spengler, and it happened when Washington cajoled and threatened its allies to boycott Huawei's rollout of 5G broadband, and suffered a  humiliating rebuff.

America's trade deficit with China is a minor issue, argues Spengler, when compared to the tech war the United States is losing. Spengler adds that Washington's military and national security establishments are now in a collective tantrum over the hitherto unimaginable fact that the Chinese have gotten the better of them.

If the war really is over, nobody told Donald Trump

His emotional and blistering Twitter screeds last week, where he called Xi Jinping 'an enemy', called into doubt any chance of a quick resolution' between the two nations, writes Heather Scott

Although this week the bluster was replaced with a far calmer rhetoric – Xi Jinping was now a 'great leader' – the US president nonetheless restated a position that China finds entirely unacceptable, writes David P. Goldman. For a deal to be accepted by Donald Trump it 'has to be better for us than it is for them' because of his perception that China has taken advantage of the United States for many years.

George Koo writes that, despite the negotiating setbacks, Trump continues to claim that the US economy remains 'incredibly' strong and that the US 'will eventually make a very good deal with China, but we are not in a hurry'. But, says Koo, Wall Street is not buying it

Koo says Trump will never blame himself as the cause of bad news on the stock market – he is now blaming the Federal Reserve's unwillingness to lower the policy interest rate for the downward volatility of the equity market – but, as for his 'easy to win' trade war with China, Trump, argues Koo, is now getting visibly frustrated that China is not 'acting like the patsy he had been expecting'.

And, concludes Koo, 'judging from the results of the trade data one year after the trade war began, China appears to have weathered the storm far more successfully than the US.'

Does it sound like Donald is winning?

INDONESIA

Despite addressing creeping Islamization and riots and calls for independence in Papua, President Joko Widodo's real focus is the $33 billion relocation of the nation's capital and the continued modernization of Indonesia

This month President Joko Widodo has felt the need to move to purge radical thinking in the bureaucracy, schools and armed forces in defense of secularism. In the last few weeks, he has also had to deal with growing calls for Papuan independence, after Papua saw its worst riots in decades. The latest violence was triggered by yet more allegations of racist abuse and mistreatment of Papuans, this time against students on Java island.

But, writes John McBeth, what is really on Widodo's mind right now is his long term legacy. He's already known as Indonesia's 'Infrastructure President' but Joko Widodo wants to ensure that before he leaves office in five years his grandest plan yet to move the national capital from Jakarta to East Kalimantan will become his crowning achievement.

Widoko, writes McBeth, is a leader determined to shift the country's balance of power away from the dominant island of Java, and the $33 billion relocation of the nation's capital is not so much about the problems associated with sinking, polluted, traffic-choked Jakarta, but more about ensuring Indonesia's continued development and unity. And, of course, Joko Widodo's role in that.

Turning the tap on Hong Kong protests

In Hong Kong, a pro-Beijing lawmaker and an academic have called for the central government in Beijing to implement national law and a state of emergency, and to also cut the water supply in order to stop the 'violent protests' in the city, writes Jeff Pao.

Lula says BRICS was 'tool of attack'

In a wide-ranging, two-hour-plus, exclusive interview from a prison room in Curitiba in southern Brazil, Pepe Escobar talks with former Brazilian president Luis Inacio Lula da Silva who re-emerged for the first time, after more than 500 days in jail, to send a clear message to the world.

US sends Seoul verbal broadside

As relations between Seoul and Tokyo, the two key US allies in Northeast Asia, continue to plummet, American officials deployed unusually harsh language toward South Korea's Moon Jae-in administration after Seoul announced on Thursday that it was terminating a US-sponsored intelligence-sharing pact with Japan, writes Andrew Salmon.

Mobile penis flashers on the rise in Japan

Police in the land of the rising sun crack down on a new form of flashing, sending 'dick pics' on mobile phones

Police in Fukuoka, Japan, this week arrested and filed charges against a 37-year-old salaryman who had sent unsolicited penis pictures via a smartphone to a fellow passenger on a train, violating the prefecture's ordinance forbidding troublesome behavior – specifically a clause regarding obscene and degenerate acts, writes Jake Adelstein.

While there had been previous arrests for similarly dubious behavior, this time the arrest struck a chord, particularly among women who had been subjected to similar harassment. The news trended on Twitter, went viral on social media and finally hit the mainstream press, who discussed the bizarre but disturbing practice.

Japan's notorious chikan, or perverts, have always wielded technology, such as hidden cameras and smartphones, with considerable aplomb, but the arrest comes at a time when women who have been virtually flashed are both sharing their disturbing experiences and discussing counter-measures.

Brazilian President Jair Bolsonaro's resistance to international pressure stems from his deeply rooted beliefs regarding the Amazon. Italy's Matteo Salvini was the week's big political loser. And Donald Trump's trade war isn't costing him as much support from a crucial voting bloc as you might guess.

Dig into these and other aspects of the latest political developments in this edition of Weekend Reads.

Ambition and Betrayal Sink Italy's Puppet Master
Salvini was at the apex of his political dominance less than a month ago as go-go dancers gyrated to the national anthem while he improvised as a DJ at a beach bar. John Follain charts how it all went wrong.

U.S. Farmers May Be Angrier, But Their Trump Love Is Growing
Farmers have never been this critical of the Trump administration's trade war with China. But, as Isis Almeida writes, their love for the president seems to be growing anyway.

A $12 Billion Gas Project Could Make or Break This Young Nation
Jason Scott reports from Timor-Leste, where birthing pains are still evident 20 years after a referendum brought independence from Indonesia following a brutal conflict that killed an estimated 100,000 people.

There May Be a Fortune Buried in a Forgotten Corner of Europe
Europe's largest reserves of lithium — the metal used for batteries — could be in Serbia. But as James Gomez and Misha Savic report, the hard part might be getting it out. And read more about how the biggest territorial dispute in the Balkans, which has hampered Serbia's and Kosovo's integration with the EU, has gone global.

The Most Undiplomatic of Diplomats Is Trump's Man in Middle East
As the top U.S. envoy to one of the world's most volatile regions, David Friedman is anything but diplomatic. Trump's ambassador to Israel broke the mold of non-partisan predecessors by outraging Palestinians with comments that the Jewish state has a right to annex some areas of the West Bank.  Ivan Levingston and David Wainer take a closer look.

Here's Why Trump and Rouhani Have Little Incentive to Meet
Iranian President Hassan Rouhani -- beset with an unhappy populace struggling under an economy crippled by U.S. sanctions -- has made clear that he's not interested in sitting down with Trump. As David Wainer and Glen Carey write, Trump, too, has reasons to avoid direct talks.

Record-low interest rates have the White House giving " very serious consideration" to selling ultra-long bonds with maturities of up to 100 years, Mnuchin said in an exclusive interview with Bloomberg News. But as Saleha Mohsin writes, Wall Street may not be ready to buy.

French Businesses Waking Up to the Reality of a No-Deal Brexit
Jean-Marie Fabre began traveling to London from southern France about five years ago to sell his red wine, and Britain now accounts for around a fifth of his exports. A no-deal Brexit threatens to undo all his work. Ania Nussbaum reports on the reality that's slowly setting in among French merchants.

Take Our Quiz: Trump or Biden—Who Said It?
Trump and Democratic front-runner Joe Biden disagree on a lot. But they often sound alike. The 2020 White House rivals share more than a few verbal tics, including an outspoken appreciation of beautiful women, large crowds and their own IQs.  See if you can guess who's who.

And finally… On the 150th anniversary of the periodic table's formulation by the Russian chemist Dmitri Mendeleev, it's more important than it's ever been.  Joanna Ossinger explains why in the introduction to a special edition of Businessweek dedicated to the stuff that makes up our universe.
