Mueller reiterates that his probe could not clear Trump of obstruction
Special counsel Robert S. Mueller III, in his first remarks since completing the Russia probe, said that charging a sitting president would be unconstitutional and suggested that only Congress could "formally accuse the president of wrongdoing." House Democrats said Mueller still needs to testify to Congress despite his reluctance. Mueller said he would not go beyond his report in testimony.
The special counsel spoke for the 'only time.' Many Americans didn't hear an ending.
