Former Russian intelligence officer Sergei Skripal and his daughter, Yulia, were sickened in Salisbury after they were exposed to Novichok, a Soviet-era chemical weapon. A British woman died in July after coming into contact with the nerve agent. The State Department said the United States had determined that Russia had used chemical or biological weapons in violation of international law. The Trump administration, acting with allies, had earlier expelled 60 Russian diplomats following the attack on the Skripals. The new sanctions include bans on the sale of certain defense technologies to Russia. |
